Putin Orders Deployment of Troops to Breakaway Regions in Ukraine

Russian President Vladimir Putin requested Russian troops into two breakaway locations of Ukraine following recognizing their independence, a move that threatened to scuttle negotiations with the West more than the future safety of Eastern Europe.

His two decrees have been revealed on the Russian government’s legal portal after a televised handle late Monday in which Mr. Putin laid out grievances about the West’s assist of Ukraine immediately after the collapse of the Soviet Union and Western arms deliveries to Kyiv in opposition to the backdrop of a massive Russian troop buildup in the vicinity of its borders.
